SUMMERLAND COMMUNITY RECREATION & HEALTH CENTRE

The District of Summerland is planning for the replacement of the Aquatic and Fitness Centre and exploring the potential of the inclusion of a Primary Care Health Centre as part of Council’s strategic priority projects.

The project will be undertaken over a series of phases and began in 2020 with the development of the project scope. The potential funding of this project will need to be determined – most likely through a Borrowing Bylaw that the District will require community approval for.  Funding from other levels of government, including potential partners would also be identified as part of the process over the coming years.

Recreation and Health Centre Project Scope Timeline

At the February 22, 2021 Council meeting, council provided staff direction to conduct a Primary Health Care Centre feasibility study separate from the Aquatic & Recreation feasibility study while including the Primary Health Care Centre in the Site Fit study associated with the proposed Aquatic & Recreation facility.

BACKGROUND INFORMATION

Project Scope
The Project Scope was determined through recommendations identified in the Parks & Recreation Master Plan (2018), the Summerland Aquatic & Fitness Centre Facility Condition Assessment (2018), the work of the Summerland Community Recreation & Health Centre Steering Committee and input from staff and Council.

Stakeholder Engagement & Needs Assessment

Feasibility & Site Fit Study
At the February 8, 2021 Council meeting, Council provided staff direction to proceed with a Feasibility and Site Fit Study to include:

  • Aquatics - 6 lane pool, leisure pool, family hot tub, 3 changerooms, sauna or steam room, staffing areas and mechanical spaces
  • Fitness Centre
  • Activity Group Fitness Room
  • Multipurpose Room
  • Administration and Support Spaces
  • Child Care Space (potentially phased-in)
  • Gymnasium (potentially phased-in)
  • Siting at 2 locations: existing Summerland Aquatic & Fitness Centre site and the Summerland Arena site
  • Inclusion of exploring the feasibility of renovating and expanding the expanding the existing facility to include the same components as noted above

Council provided direction to include engagement with the Penticton Indian Band for this project.
