Jones Flat and Garnet Valley Water System Separation Project

For daily updates on the status and any alerts related to this project, please follow the dedicated project Facebook page or Twitter account.

GENERAL INFORMATION

Contractor works from 7:00 am to 5:30 pm Monday to Friday, this may be extended to 7:00 pm as the project progresses

Delays will be kept to a maximum 15 minutes from 7:00 am to 9:00 am and 3:00 pm to 5:30 pm.

Delays up to 30 minutes may occur between 9:00 am and 3:00 pm.  The District understands that this is an inconvenience and we do appreciate your patience as construction moves ahead.  Every effort will be made to keep delays to a minimum.

Please observe traffic control as flaggers and a pilot car are on site for the safety of everyone.

Roads are being monitored and will be graded, as required throughout the working day.

April 25, 2017 Construction Activities

Stripping organic material continues along Garnet Valley Road from Jones Flat Road to the new booster pumpstation near 19202 Garnet Valley Road, pictured below.  Expect single lane traffic and standard delays.

April 25, 2017 Overview

Over the last two weeks the following work was completed:

  • Construction of the new pumphouse in the vicinity of 19008 and 19202 Garnet Valley Road
  • Paving on Jones Flat Road and the south end of Garnet Avenue
  • Paving on Washington Avenue

During the next two weeks, the following work is expected to be completed:

  • Disinfection, flushing and testing of the recently installed irrigation watermain on Garnet Valley Road between 17304 and 19202 Garnet Valley Road
  • Placement of shoulder gravels adjacent to roads that have recently been paved
  • Grinding and paving on Graham Street
  • Installation of new water service connection near 18418 and 18420 Garnet Valley Road
  • Road construction and paving on Garnet Valley Road between 17304 and 19202 Garnet Valley Road

April 24, 2017

Organic material is being removed from the east bank along Garnet Valley Road starting at Jones Flat and continuing north.  Expect single lane traffic and standard delays.

April 21, 2017

Washington Avenue will be TEMPORARILY CLOSED this afternoon for paving.  Road will ONLY be open to local traffic and emergency vehicles.

April 19, 2017

Washington Avenue is temporarily closed (open to local traffic and emergency vehicles ONLY), as it is being prepped for paving tomorrow, weather permitting.
Shoulders of roads are being gravelled on Jones Flat Road, Blair Street, Garnet Avenue and Tingley Street.
Floor is being poured today at the new booster pumpstation.
Pressure testing continues on the newly installed 300mm irrigation watermain on Garnet Valley Road.

April 18, 2017

Garnet Avenue, Tingley Street and Blair Street are temporarily closed today for paving, open to local traffic and emergency vehicles ONLY.

Jones Flat Road and Watson Avenue were paved April 17 and are now open to traffic.

Plumbing work and reinforcement of steel continues at the new booster pumpstation in the vicinity of 19106 Garnet Valley Road.  Pouring concrete floor tomorrow.

April 13, 2017 Update at 4:20 pm
Jones Flat Road will be opened to local traffic only from Thursday, April 13 to Monday, April 17, 2017.
Unsurfaced roads are being graded this afternoon.

The Contractor will not be working Good Friday, April 14 or on the weekend, work will commence Monday, April 17.

Jones Flat Road is TEMPORARILY CLOSED today.  Paving will begin next week, weather permitting.

Tingley Street, Blair Street and Garnet Avenue continue to be prepped for asphalt, pictured below.

Jones Flat Road is TEMPORARILY CLOSED today as road cuts are still being prepped for asphalt, pictured below.  Paving will not take place today due to the weather.

Jones Flat Road is TEMPORARILY CLOSED today as it is being prepared for asphalt, pictured below.  It is anticipated that cuts made on Jones Flat Road from Garnet to Watson Avenue will be paved tomorrow, weather permitting.

April 10, 2017 Update

Jones Flat Road is temporarily closed for the day as gravel work and saw cutting asphalt continues in preparation for paving this week, weather permitting.  Local traffic and emergency vehicles only permitted.

Foundation walls will be poured today at the new booster pumpstation.

The Contractor will be grading unsurfaced roads in the construction area this afternoon.

Jones Flat Road is temporarily closed as indicated while the Contractor saw cuts asphalt in preparation for paving next week, weather permitting.

The Contractor will not be working this weekend.

Form work and installation of discharge and inlet piping at the new booster pumpstation.

Jones Flat Road and Watson Avenue are being prepared for paving next week, weather permitting. 

The 300mm irrigation watermain that runs from Garnet Valley Road at Jones Flat to just north of the new booster pumpstation near the vicinity of 19106 Garnet Valley Road is complete, pictured below.  Flushing and testing of irrigation watermain begins.

Contractor will proceed with rock hammering as they have encountered trench rock where irrigation watermain is to be installed in the vicinity of 19104 Garnet Valley Road.

Individual irrigation services along Washington Avenue continue to be connected to the newly installed irrigation watermain on Washington.

Placing gravel at the intersection of Washington Avenue and Blair Street for future asphalt paving.

  • Construction of the new watermain on Garnet Valley Road between 17304 Garnet Valley Road and 19202 Garnet Valley Road
  • Completion of the new water services on Washington Avenue
  • Maintenance of the roads impacted by previous construction

During the next two weeks the following work is expected to be completed:

April 3, 2017

Irrigation watermain installation continues today in the vicinity of 18707 Garnet Valley Road and is heading northward.

Contractor is closing up forms for the concrete pour tomorrow at the new booster pumpstation.

Organics along the west side of 16612 Garnet Valley Road will be removed to facilitate road widening.

The two newly installed irrigation watermains at Washington and Blair will be connected today, pictured below. Individual irrigation services will also be connected to the new irrigation watermain on Washington Avenue.

Irrigation watermain installation continues.  Individual irrigation services are being connected to the irrigation main south of 18420 Garnet Valley Road.

Connection of the new domestic watermain to the existing domestic watermain is complete at Watson and Jones Flat. Water services have been restored to residents along Jones Flat Road between Watson and Victoria.

Irrigation watermain installation continues today in the vicinity of 18410 Garnet Valley Road and is heading northward.

Reinforcing steel installation resumes at the new booster pumpstation.

Contractor is connecting the newly installed domestic watermain to the existing domestic watermain at Watson and Jones Flat.  Those residents affected by the water service disruption from 8:30 am to 5:00 pm today have been notified.

March 28, 2017

Irrigation watermain installation continues today in the vicinity of 18406 Garnet Valley Road and moving northward.

Contractor will begin connecting individual irrigation services on the new irrigation watermain (noted above) starting at Jones Flat and Garnet Valley.

Forming and rebar installation for foundation walls continues at the new booster pumpstation.

Residents along Jones Flat Road between Watson and Victoria have received a hand delivered notice advising that there will be a water service disruption on Wednesday, March 29 from 8:30 am to 5:00 pm in order to connect the newly installed domestic watermain to the existing domestic watermain at Watson and Jones Flat.

  • Installation of new watermain along Garnet Valley Road from 16010 Garnet Valley Road to 17304 Garnet Valley Road
  • Construction of the foundation for the new pump house near 19106 Garnet Valley Road has begun.

During the next two weeks, the following work is expected to be completed:

  • Installation of the new watermain on Garnet Valley Road between 17304 Garnet Valley Road and 19202 Garnet Valley Road
  • Completion of the new water services installations on Washington Avenue
  • Construction of the new pump house will continue with pouring of the concrete footings
  • Continue to maintain roads impacted by previous construction

Irrigation watermain installation continues today, in the vicinity of 17418 Garnet Valley Road and moving northward.

Testing of irrigation main on Washington Avenue is ongoing.

Footings are being poured this afternoon at the new booster pumpstation site at 19106 Garnet Valley Road (picture below).

Contractor is connecting new domestic watermain to the existing main at the corner of Garnet Avenue and Jones Flat Road.  Residents on Jones Flat Road from Garnet Avenue to Watson Avenue will be switched to the new watermain today.  Residents affected received a hand delivered notice on March 20.

Contractor continues to trench and install irrigation main starting in the vicinity of 17304 Garnet Valley Road and heading north.

Over the last two weeks the following work has been completed:

  • Installation of the new watermains at the east end of Blair Street and on Washington Avenue.
  • Asphalt milling on Garnet Valley Road north of Jones Flat Road.
  • Maintenance of the roads impacted by construction that occurred previously.
  • Locating of gas main along Garnet Valley Road.

During the next two weeks, the following work is expected to be completed:

  • Testing and flushing of the new watermain constructed on Washington Avenue and Jones Flat Road.
  • Installation of new water services and connections to existing services on Washington Avenue and Jones Flat Road.
  • Construction will begin on the new pumphouse which is located near 19106 Garnet Valley Road.
  • Installation of the new watermain on Garnet Valley Road will begin near Jones Flat Road.

February 28, 2017

Over the past two weeks Pyramid Excavating has resumed construction in the Jones Flat Road area. Installation of the new domestic watermain has been completed along Jones Flat Road and Watson Avenue. For the week of February 27, Pyramid expects to complete the following: - Water service installation along Jones Flat Road and Watson Avenue - Installation of new watermain and water services on Graham Street and Washington Avenue
- Preparation for construction on Garnet Valley Road

Pyramid expects the installation of the new watermain on Garnet Valley Road to begin the week of March 6, starting from where they left off in December 2016 near Jones Flat Road moving northwards.

February 14, 2017

Pyramid Excavation Ltd. will be working on Jones Flat Road this week between Garnet Valley Road and Watson Avenue.  They will be clearing snow along the proposed watermain alignment and digging test pits to check frost depths.  Pending the results of this investigation, construction may start next week.

Pyramid is planning to complete the work along Jones Flat Road, Watson Avenue and Graham Street before they continue working north up Garnet Valley Road.

December 20, 2016

Over the last two weeks the following work has been completed:

  • Connection of new water services along Garnet Avenue between Blair Street and Tingley Street, Tingley Street and Garnet Valley Road between Tingley Street and Jones Flat Road.
  • Connection of watermain between Blair Street and Garnet Avenue.
  • Installation of new watermain from Garnet Valley Road up the embankment to Jones Flat Road.
  • Road gravel installation on Garnet Avenue, Tingley Street and Garnet Valley Road to the intersection of Jones Flat Road.
  • Locating of gas main along Garnet Valley Road.

Due to the winter weather, construction stopped the week of December 12.  Construction is anticipated to begin again by February 2017.

December 2, 2016

Over the last 2 weeks the following work has been completed:

  • Connection of Blair Street watermain to Garnet Avenue and Washington Avenue.
  • Connection of new water services on Blair Street and partial roadway restoration to gravel surface.
  • Installation of new watermain and services along Garnet Valley Road from Tingley Street to 16010 Garnet Valley Road.
  • Road gravel installation on Garnet Avenue, Tingley Street and Garnet Valley Road to the intersection of Jones Flat Road.
  • Locating of gas main along Garnet Valley Road.

 During the next two weeks, the following work is expected to be completed:

  • Connection of new water services on Garnet Avenue, Tingley Street along Garnet Valley Road from Tingley Street to 16010 Garnet Valley Road.
  • Installation of new watermain up Jones Flat Road towards Watson Avenue.  This was originally scheduled for 2017; however, if the weather cooperates, the Contractor will begin construction on this section in 2016.
  • Asphalt removal along Garnet Valley Road from Jones Flat intersection to 17304 Garnet Valley Road (subject to weather and coordination with Fortis Gas).

November 22, 2016

At the Pre-construction Open House on November 3, the District introduced Pyramid Excavation Ltd. as the contractor that has been selected to complete this project.

Since the open house, construction has started in the Jones Flat area where the following work has been completed:
  • Installation of new watermain along Blair Street, Garnet Avenue and Tingley Street.
  • Installation of new services on Blair Street, Garnet Avenue and Tingley Street.
  • Testing of watermain on Blair Street.
  • Road gravel installation on Blair Street, Garnet Avenue and Tingley Street.
  • Locating of gas main along Garnet Valley Road.
During the next two weeks, the following work is expected to be completed:
  • Installation of new watermain and services along Garnet Valley Road from Tingley Street to 16808 Garnet Valley Road.
  • Asphalt removal along Garnet Valley Road from Jones Flat intersection to 17304 Garnet Valley Road.
  • Testing of watermain along Garnet Avenue, Tingley Street, Garnet Valley Road to Jones Flat Road
  • Connection of Blair Street watermain to Garnet Avenue.
  • Connection of new water services on Blair Street and restoration of boulevard areas.

August 4 and November 3, 2016 Open House information

The District of Summerland is pleased to announce that the contract has been awarded for the Jones Flat and Garnet Valley Water System Separation Project and we are set to move forward with this exciting project.
